Glenn Edward Borgard

Captain Glenn Edward Borgard, USN, P.E., passed away peacefully at home in Chesterfield, Missouri on January 23, 2018. He was born on December 17, 1932 in St. Louis, Missouri, to Edward Johanes Borgard and Florence Edith (Magness) Borgard and he was the younger brother of Mary Edith (Borgard) Swift, each of whom preceded him in death.

He is survived by his beloved wife, Shirley Dell (Lampa) Borgard; his sons Kevin (Christine), Michael (Jennette Traeger), Steven (Terri), and Gregory (Diane); his grandchildren Alexandria (Kris), Nicole, Austin, Nathaniel, John, Tyler, Riley, and Emma; and his great-grandchildren Mia and Morgan.

As a toddler, Glenn moved from St. Louis to Weldon Springs and was taught in a one room school house. Later he moved to Breckenridge Hills and attended Marvin Elementary, Home Heights, and Ritenour Senior High School, graduating in 1950.

He attended the Missouri School of Mines (Missouri University of Science & Technology) in Rolla. He graduated with a Bachelor of Science in Mechanical Engineering (1954) and a Master of Science in Engineering (1970.)

Enlisting in the US Navy, Glenn attended Officer Candidate School in Newport, Rhode Island. After becoming a Naval Officer, but before being deployed, Glenn married his high school sweetheart, Shirley Lampa, on April 23, 1955 at Calvary United Church of Christ in Overland, Missouri, beginning over 62 years of marriage.

Soon after their honeymoon, Glenn served four years active duty, primarily in the Pacific, during the Korean War. He continued his service by joining the Naval Reserves achieving the rank of Captain in 1977 and served as the Commanding Officer of the Naval Air System Command in St. Louis. During his distinguished 38 year Navy career he earned eleven military awards including the Korean Service Medal, the Navy and Marine Corps Overseas Service Ribbon, and the Navy Sea Service Deployment Ribbon.

His storied engineering career spanned stints at Wagner Electric, McDonnell Douglas, Volz Engineering & Surveying, and twenty years in private practice as a consulting engineer. Glenn’s engineering work included mechanical, aeronautical, civil, and structural engineering and was a licensed Professional Engineer in seven states as well as a Professional Land Surveyor. Early in his career, Glenn designed advances in automotive braking systems and was issued twelve patents from five different countries.

Perhaps his greatest combined services were provided to the City of Chesterfield where his accomplishments were recognized when Mayor Bob Nation awarded him the Citizen of the Year in 2014. Glenn served on the Mayor’s Emergency Task Force Committee following the Great Flood of 1993. He served as Director of the Chesterfield Valley TIF Commission which brought about $72.5 million in funding to construct his design to prevent the likelihood of future flooding in Chesterfield Valley. In addition, he served on Chesterfield’s Task Force for the Development of Chesterfield Valley-Western Area; served on the Land Use Zoning Ordinance Committee; was a Trustee for the Chesterfield Meadow neighborhood; Commissioner on the Monarch-Chesterfield, Missouri Bottoms, Earth City, and River Port Levee Districts; member of the Chesterfield Development Advisory Council; and former Director of the Chesterfield Community Development Corporation.

Glenn always valued church and spirituality. Through the years he was active at Calvary United Church of Christ, St. Mark’s Presbyterian Church, Kirk of the Hills Presbyterian Church, and St. John’s United Church of Christ. Glenn volunteered in a variety of capacities: Council Member, Chief Usher, Sunday School Teacher, Sunday School Superintendent, Church Treasurer, Treasurer for Early Childhood Development Preschool, and Building and Grounds Committee.

No discussion of Glenn’s life would be complete without mentioning his fifty-plus years of service to the Boy Scouts of America. All of his sons and several of his grandsons were active in Boy Scouts, three earning the rank of Eagle Scout. During his scouting years he served as District Commissioner, Area Commissioner, Unit Commissioner, Scoutmaster, Assistant Scoutmaster, Committee Chairman, Webelos Leader, and Merit Badge Counselor. Other honors include God and Service, Order of the Arrow (Brotherhood & Vigil), Woodbadge, and the Silver Beaver Award (the highest award granted by the St. Louis Area Council.)

Glenn’s love of God, family, community, and country, enabled him to touch countless lives. Always serving others in whatever capacity he could, Glenn made the world a better place. He will be deeply missed by many. We take comfort in our cherished memories and are grateful for having had him in our lives.

A luncheon will follow the service. –In lieu of flowers, donations can be made to St. John’s United Church of Christ, Glenn Borgard Memorial Fund. The fund will finance projects that reflect Glenn’s passions for children, youth, and outdoor activities.

    I am the Visiting Angel caregiver who was honored to assist Glenn and his family during his last weeks. I know that it’s very hard to lose a family member and send my thoughts and prayers to Glenn’s wife Shirley and the family I had the pleasure to meet. God guided me to this job of caregiving, but I don’t see it as a job. I was blessed to meet Glenn and speak with him and ease his last days. I’m sorry for your loss.
